According to this Reuters story, France is joining China in intimidating Taiwan (via Instapundit):

China and France will hold rare joint naval exercises off the mainland’s eastern coast on Tuesday, just four days before Beijing’s rival, Taiwan, holds presidential elections.

China’s official Xinhua news agency made no link between the exercises off Qingdao — about 780 miles from Taiwan’s northernmost point — and the election.

But the show of military strength and solidarity signaled China’s desire to isolate the self-governing island before the vote and its first-ever referendum, which Beijing views as a provocative step toward independence.

“It’s the biggest in scale and the most substantial in content of an exercise between the Chinese navy and a foreign navy,” Xinhua said on Monday, quoting Ju Xinchun, the captain of the destroyer “Harbin.”

“Through this joint exercise, we hope to learn the French navy’s combat training experience and combat thought,” Ju was quoted as saying.

This is extraordinarily cynical even by Chirac’s low standards: the French trying to ingratiate themselves with the Chinese (after earlier fawnings in Paris) by helping them in their battle with democratic Taiwan, thereby ramping up the pressure towards open conflict. Nevermind: France’s two main foreign policy objectives, of increasing their own presence on the world stage, and embarrassing the US, are well served.

    Since the build up to Gulf War 2, I’ve been trying to grasp what strategy Chirac actually has, what France is trying to gain by her actions etc. The only conclusion I can reach is that France is crossing the border from annoying/neutral to dangerous/enemy (I think the pretence of annoying/ally disappeared a while ago). And the idea of military technology transfer from France to China is just scary.

    What confuses me is trying to figure out what they’re trying to gain. Do they really believe they will be a major world power again? Or are they so blinded by hate for the U.S. (and to a lesser degree, Great Britain) that they are willing to make a deal with the devil just to spite us?
    Cash-strapped Russia selling military technology I can understand. But France? Makes no sense whatsoever to me.

    I suspect this is:
    – partly a continuation of their policy in respect of Iraq and other regimes: “want arms, want trade, want diplomatic support? You can rely on us French never to question you on moral grounds, as long as the colour of your money is OK.”
    – partly an attempt to forge a long term relationship between France (and Europe is expected to follow the annointed leader, naturellement) and China.
    – partly a deliberate provocation of the USA; France wants open antagonism, in the hope that that will spill over into US-German relations while Germany is closely aligned with France, and thus strengthen the vital (for France) Paris-Berlin axis.

    Even if they succeed, at best it will be a Pyrrhic victory. But then again, the French have a long history of doing what is expeident in the short term, while ignoring the long-term cost.
    And they say we Americans are short-sighted!
