Completed in 1894 in Second Empire style, it was planned to be the world's tallest building, with Wuillian Penn up at the top there, but was surpassed during construction by the Washington Monument and the Eiffel Tower. Looking better then than it does now, surrounded by high-rises.

The building code in Philadelphia once held that no building could be higher than Billy Penn”s feet, so he was always looking over the city. I remember when they changed that. It’s a shame.
