Was Seumas behind the ridiculous pay cap idea? And the immigration climb down? Or perhaps Seumas is looking a little, shall we say, disgruntled (certainly far from being gruntled) because Jeremy told him that he was sick of being dictated to, and had decided that from now on he was going to be himself, and say what came into his mind. Predictable result: embarrassment all round.
