The shopping trollies are part of the sculpture trail set up last year as The Line. DNA DL90, by Abigail Fallis, is, we are told, "a symbol of modern society's consumer culture" which "has become entwined in an individual’s genetic make-up." Hence the spiral – like DNA. See?
