Well yes, it's unhinged, but it could almost be a comedy sketch – like a modern version of, say, Little Britain, with a Matt Lucas character talking to camera. Except a lot weirder and funnier than Matt Lucas ever was.
To put it another way: I'm fairly sure that this is what it seems to be – a deeply delusional bloke in his lonely room. But if it is a joke, it's bordering on genius.
