From a set at English Russia.

Norilsk in Siberia is the second largest city north of the Arctic Circle, and, thanks to the mining (palladium, nickel, platinum…) which is its raison d'etre, one of the most polluted cities in the world. It's accused of being the world's largest producer of acid rain

Norilsk….there’s no land contact with the place either. No road, no railway.
You fly in or out or you take the (short) railway to Dudinka and then board a ship: summers only, obviously.
