It'd be good to get a decent report on this, from ICAHK. It's described as "roughly translated". Can the girl really be called Kurdistan (rather than being from Kurdistan)? Still, the main points are clear enough:

A 16 year old girl called Kurdistan Aziz from the village of Kolka Rosh near Koya was stoned to death on the 17th or 18th of May 2008 by her father and other relatives because she had fallen in love with a man by the name of Rizgar Aziz from the nearby village of Kamosak.

Her father refused the match. The couple eloped to the capital city of Erbil which is governed by the KDP. Seeking assistance from the police they were referred to the Department for Ending Domestic Violence. This department handed Kurdistan to her father on bail. Her family took her to Hawre mountain and there they stoned her to death.

Kurdistan's father is known to have bribed the police into returning his daughter; it is also suspected that there are people in positions of authority who were aware of, and condoned the stoning.

According to another source, the Social Training and Development Institute of Women in Hiran told authorities in Suleimaniya city (which is governed by the Patriotic Union of Kurdistan (PUK) that the stoning would not take place. They were told that the authorities would not intervene in a tribal matter but that they would like to have any photographs of the stoning!

The Department for Ending Domestic Violence handed her back to her father! What can you say?

    The Kurds may be the exception in terms of the solidity of the political and social structures in their corner of Iraq, but for whatever reason they seem to be at the epicentre of the honour killing business. I don’t have figures, but Kurds feature with depressing regularity in these stories.
